Dr. Paul’s Legislation for Farmers

Senator Paul Has Introduced the Following Legislation for the Benefit of Farmers:

  • The Paperwork Reduction for Farmers and H-2A Modernization Act would expand the H-2A program to cover additional types of labor, such as livestock and equine workers, establish electronic filing and an appeals system, and streamline the application process for returning workers to provide farmers the labor they need when they need it.

  • The Defense of Environment and Property Act would codify the definition of navigable waters (WOTUS) as waters that are navigable-in-fact or relatively permanent, standing, or continuously flowing bodies of water, providing clarity and certainty for farmers without overburdening them.

  • The Ethanol Access for a Sustainable Economy (EASE) Act would allow the year-round sale of E-15 and E-85 by extending the Clean Air Act’s Reid Vapor Pressure (RVP) waiver to gasoline blends containing more than 10 percent ethanol. Under current law, the sale of gasoline blends containing more than 10 percent ethanol is prohibited during the summer. The EASE Act would increase access to ethanol, providing clean, affordable fuel for hard-working Americans and promoting domestic agriculture.

  • The Processing Revival and Intrastate Meat Exemption (PRIME) Act would allow states, rather than the U.S. Department of Agriculture, to regulate the slaughter of animals and the preparation of carcasses conducted at a custom slaughter facility. This would provide flexibility to states to ensure consumers can get the food they need for an affordable price.
